100% CPU usage only with one program

Hello everyone!
I have my MacBook reinstalled with OS X 10.11 El Capitan. Before with 10.10 Yosemite I had no problems. VirtualBox ran smoothly with Windows XP and Windows 7. Now I have the problem that I have exactly one program I can not use. This is a diagnostic software, called INPA, for my car. Once I start this program, I have 100% CPU usage. Every other program works without problems, only this one... I have now tried to install the program in Windows XP and Windows 7, various versions, always the same. When I close the program, the CPU usage is immediately returned to normal. I suspect it has something to do with El Capitan or VirtualBox, because the software version of INPA is exactly the same, as it was then to Yosemite in VirtualBox. Does anyone have an idea what it may be?
