It all depends on just how current you want the identical-ness to be.
There is something in the manual called teleporting, section 7.2, which is supposed to work while the guest is running. I've never tried it myself. You could try that.
Or if you don't mind the time it takes and your VM1 is on a different computer than VM2, you can just copy the guest folder from host one to host two while both guests are off. When VM2 starts it will be an exact copy of what VM1 was before the copy was done.
Or if you just want the data to be identical, you could use a Dropbox-style synchronizing program to copy certain folders of data.
If you have both guests on one host, you won't be able to get completely exact copies: the UUIDs will all be different. But there is the Clone command which makes a functional copy of a guest. Not constantly updated, though. You have to manually trigger it. And if it's a Windows guest, you'll have to re-activate the clone.
