I recently installed virtual box on my windows 10 computer, and ran a windows 7 virtual environment for some programs, just to see what was compatible and such. However, I recently restored my system back to it's previous windows 7 installation without uninstalling Virtualbox, or deleting the virtual machine, but when I looked at my windows 7 programs, it wasn't listed. Now, my Windows 7 is much slower than it used to be before I upgraded to 10. Is it possible the memory and cpu % that I allocated are somehow inaccessible to be used by my current system, or is there a problem inherent in the downgrade from 10 to 7 that I need to be aware of?

This is commonplace. Windows is often very slow after just being installed. That's when it's doing a lot of indexing, update checking etc.

If you have questions of this nature then you shouldn't need to ask us, and there is no need for speculation. Just pop up your task list and see for yourself who is using CPU and I/O time.

And no: VirtualBox cannot use either CPU or I/O time when it isn't running.
