Callee RC: CO_E_SERVER_EXEC_FAILURE (0x80080005)

After upgrading from earlier version (cannot recall which version, I think 4.0.30 from May) to 4.0.32.101617 under Windows 8.1 64 host with 12Gb RAM, I cannot start the VirtualBox software. I get an error message "Failed to create the VirtualBox COM object. The application will now terminate." Under details, it shows "Callee RC: CO_E_SERVER_EXEC_FAILURE (0x80080005).

I then uninstalled version 4.0.32 and reinstalled. I get the same error. I looked for VBoxStartup.log but all of them date from before installing the new version.

Then I realized I was on 4.0 branch, so thought maybe 4.3 branch might help. However, when installing that I now get Virtualbox.exe to start which is further along, but as soon as I try to start a virtual machine, I get "Failed to open a session for the virtual machine XXX" "No error info." When I click on Details, it says

This occurs on both both Linux guests and Windows guests.

I have since rolled back to 4.0.30 and 4.0.28 and get the same error "Callee RC: CO_E_SERVER_EXEC_FAILURE (0x80080005)" when attempting to start VirtualBox.
