MSVCR100.dll is missing' error (Win7/Win8)

I have been trying to install an application via ClickOnce. But I get this error (msvcr100.dll is missing). I have tried this with Windows 7 and Windows 8. But it seems to run ok on a standard Windows machine. Is this VirtualBox related?

Is there a reason why it might be missing in the first place?

I assume so. However, VirtualBox doesn't remove files from an OS.

FWIW, the file wasn't missing in my Windows 7 guest.
