I have tried checking the check box "Cable Connected" as well but i get the same "Network Error-Connection Refused Error.
But i have observed that the DHCP option is coming as"Enabled" although i had deselected it in the Preference--->host-only Network section.
Can that possibly cause an issue? if Yes, how can i turn it off

If you have uncheck the dhcp server in preference you may need to make sure that everything VBox is completely shut down for at least 20 seconds. It may be better to simply reboot the host.
But keep in mind if you uncheck the cable connection it is the same as pulling the network cable and it will never work that way.

In your last screenshots I see that the host-only interface in the host is configured with the same IP as the NIC in the guest. If that's still the case, it's not going to work...
Remove ALL Host-Only interfaces on your host, then create just a single one. DO NOT change any IP settings on the host.
Reconfigure the guest to use that new host-only.
Start the guest again and configure a static IP that ends in .2 in the guest using the same subnet as the IP which is configured automatically on the host.
Now try to ping the host from the guest, and the guest from the host.
