VB 5.02 Won't Start on Win 10 Host

I have Win 10 Builds 10525 and 10532 with VB 5.02. When I click on the VB icon, the wait circle appears and spins for a few seconds then disappears and nothing else happens. No error messages or anything. This happens on three different machines running both builds. I've tried uninstalling and reinstalling and the same thing happens.
