4.3.30 Error loading 'crypt32.dll' KB3004394 not installed

it seems that i can't load any of my virtual machines (win 7 host and guest)
i've looked around and saw it's probably related to KB3004394 but i don't have it installed.
tried to remove bunch of win updates but not luck there.
tried to reinstall and install a fresh installation.
tried different version too. (4.3.20)
any ideas as to what can be done ?
