Solved: Windows Numlock Default

Numlock state is OFF at boot. This changes state to ON. This worked for Windows 7 32bit but should work for other versions.
1. Create a Restore Point.
2. Log into Windows as administrator.
3. Start button, Regedit
4. Select HKEY_USERS\Default\Control Panel\Keyboard
5. Export current setting for future recovery if needed.
6. Change value from 2147483648 to 2147483650.
