I am using virtual box v4.3.28.
my os is win7 64bit on a business domain.
I am using a vbox with winxp sp3 and I am trying to use the floppy drive of my host system. It appears that I only have read only access to my 3-1/2 floppy drive. Can someone please help me. I really don't know what I am doing wrong.

A Win7-64bit host with a floppy drive?
Is the floppy write protect tab closed? What exactly are the symptoms?

Write-through to a floppy does not work well with an external USB floppy drive. I have tried it several times and given up.
For me, it will work perfectly well with an old machine with integral floppy drive (connected with a 34-pin cable to the motherboard, or an ISA or PCI bus card). This is with XP, though. I have never had such a machine that will run Windows 7.
If you have to write to a floppy, then the best way is to write to a floppy image, then in the host write the image to the floppy as a raw-write. Alternatively, write the files to the host, then on the host write them to the floppy.

One might also ask why you need to write to a floppy in this day and age. Even DOS machines back in the day could support CD-ROM drives.
