Trouble Starting Windows 8.1 in Virtual Machine

When i start the virtual machine in virtual box manager i get an error message from virtual box saying "VT-x/AMD-V hardware acceleration is not available on your system. Certain guests (e.g. OS/2 and QNX) require this feature and will fail to boot without it"

I did some research on virtualization and enabled "vt-d" in my BIOS settings as it didn't have "vt-x" however the message still appears. Within the virtual machine when i ignore the message and continue anyways the windows logo appears and loads for awhile. Then i get the following messages which goes into a continuous loop:

Your PC needs to restart.
Please hold down the power button.
Error Code: 0x0000000A
Parameters:
0xFFFFFFE6
0x0000001F
0x00000000
0x8192650B

Does anyone know why this is happening or have a solution to this?

I find it really strange that you have vt-d but no vt-x. I can't remember ever seeing this before in fact. I would look at bios again and check all locations including security for something talking about hardware acceleration.

If this is also a Win8.1 host then make sure Hyper-v is disabled.
