guest window shows is only upper left quadrant of page.

Using 4.3.28. This is very fundamental question. I cant really use the guest because the guest window only shows the upper left quadrant, so the dialogues and controls on the other 3 quadrants are unaccessible. Surely this is what everyone gets - but how do you access the rest of the window? I tried full screen but that doesn''t help. I tried to click/drag guest edges but they don't move. I tried arrow keys to scroll the guest window. How do you access the other three quadrants. I'm using Ubuntu but I assume other OS's are treated similarly.
More info: Host is DELL Inspiron N4110 laptop, Intel® Core™ i3-2350M CPU @ 2.30GHz × 4, graphics: Intel® Sandybridge Mobile, display 1366x768, OS: Ubuntu 14.04 64-bit, 6GB ram.
Guest is Ubuntu 14.04 32-bit, ram=2GB, HDD=8GB, 12 MB video ram, no guest packages installed.
