Try running Disk Utility > Repair Disk Permissions.

When you finish running the repair, check to see if the displaypolicyd repair was successful.
Try VMs.
When reboot, check to see if displaypolicyd is once again wrong.

FWIW, the displaypolicyd permissions problem seems to be a 10.10.3 problem whether someone installed VirtualBox or not.

Correct. Seems possibly related to Thunderbolt I/O from couple posts as the display may not be the only cause of it recurring.

I'm running 10.10.4 on one Mac but 10.10.3 on two others. An MBA and the new Macbook and I've not run into the displaypolicyd issue but others have obviously. I'm wondering if it's some third party app causing the problem or specific Mac models. beats me.
