windows 98 se not booting

when i have tried to create a new machine of windows 98 se, it opens, has me find the file location of the iso, then fails to boot. does anybody else have this problem?

You do probably have a non-bootable intall disk. Just use floppy image of windows bootdisk or make one yourself.
