Guest additions not changing resolution

In what order did you do it? Did you install guest additions and then change the resolution or the other way around?

I don't think the order is significant. I didn't set a particular size anyway.

It's a long time known issue with Windows 10 guests. Resizing only works if 3D graphics acceleration is enabled in the VM's settings. If 3D graphics acceleration is off, then the guest additions display driver doesn't run.

There is a test build of the guest additions available, which allows resizing even with 3D acceleration off. See this recent thread, in this very forum:
