Re: CANNOT INSTALL WIN98SE ON VIRTUAL BOX
It might work better if you fix this.VBox.log wrote: 00:00:02.472052 VM: fHMEnabled=true (configured) fRecompileUser=false fRecompileSupervisor=false
00:00:02.472054 VM: fRawRing1Enabled=false CSAM=true PATM=true
00:00:02.472206 HMR3Init: Falling back to raw-mode: AMD-V is disabled in the BIOS (or by the host OS).

Re: CANNOT INSTALL WIN98SE ON VIRTUAL BOX
I see you are starting from a .vfd floppy image. I have never used one of these, and I don't know whether it is just a re-named raw image (which would normally be a .img (or possibly .ima) file). If not, this is probably the cause of your problem.

Re: CANNOT INSTALL WIN98SE ON VIRTUAL BOX
I don't know about "probably". VirtualBox will normally give a VERR_NOT_SUPPORTED error if it doesn't recognize a media format, so I assumed that the format must be raw. To settle this it would be useful to know the exact size (in bytes) of the floppy image file.
Regardless, I do suspect however that the error may have to do with booting from floppy, which is unusual for Win98SE. I'm suspecting some problem with the 16bit boot code. IME hardware virtualization sometimes gets around problems like this, so getting AMD-v enabled would be a worthwhile step.
If the OP can find a kosher Win98SE setup CD then that would be even better.
