Well, I finally figured it out. I ran a headless session into a text file and found a message that iavlsp64.dll wasn't signed and couldn't be loaded. I did a search for that file and found a relation between it and System Mechanic Pro, the antimalware that was running on the host machine. I uninstalled it and the VRDE server started running.
I don't know what the relationship is. There is no port blocking that I have found. It may be a simple incompatibility. For now, I won't use it on the host.
