Network problems between host and VM ("Network Bridge" mode)

Hi!
Description:
Windows 7 (host), there is a virtual machine (Windows Server 2008).
In the network settings of the virtual machine is selected: "Connection - Network Bridge". In the network settings of the host "Local Area Connection" made available to the public for the "VirtualBox Host-Only Network". "VirtualBox Host-Only Network" on the host has IP-address 192.168.137.1.
Both machines are logically located in different networks in different domains.
IP-virtual machine configuration: 10.4.18.102, 255.255.255.0, 10.4.18.1
IP-host configuration: 195.208.238.88, 255.255.255.0, 195.208.238.1
Issue:
1. When I ping to VM from host, it completes successfully.
2. When I do ping back, it fails.
3. Once again I ping to VM from host, it completes successfully.

Over time, paragraph 2 is successful. But when performed again, paragraph 1, item 2 fails.
question:
What could be the problem?

Note:
These problems occur only on the host running the virtual machine. (That is, when changing host problem repeated on another machine).

If ping works in one direction but not the other, it is usually caused by a firewall restriction, not by a networking problem.

I do not understand why you have host only networking enabled if you are using bridged mode. I disable host only if I am using bridged mode. That forces the host to access the vm in the same way as other machines on the network (that is by using the same IP for the vm as the physical machines use).
