Trouble Installing WIN98SE in Virtualbox

I have managed to get it to the point that when I start up the VM, it comes up a:>, I have drives R: and S:, the latter is a CD drive containing my CD, which has both WIN98 and WIN98SE on it. This is not a bootable CD. It is from Microsoft, I got it as part of my MSDN membership. When I try and run the setup program, it says "If you have HPFS or NTFS installed on your hard disk, you will need to create a MS-DOS boot partition to setup Windows"

I have no idea how to proceed. I thought I was so close... :(

If you have a non-bootable CD then you have to use a floppy to start the system before installing Windows 98. The standard sequence is:
  • Boot to the floppy
  • Use FDISK to partition the hard disk - the simplest way is to create one partition occupying the whole disk
  • Use FORMAT to format the partition you have just made
  • With Win98 it is usually best (though not esential) to copy the install files to a directory on the hard disk
  • Run the SETUP program
