I'm trying to use Windows 10, and it keeps saying this

VT-x/AMD-V hardware acceleration is not available on your system. Certain guests (e.g. OS/2 and QNX) require this feature and will fail to boot without it.

There is not really anything to decipher. It is telling you exactly what the problem is.

VT-x and AMD-V are the Intel and AMD names for hardware virtualization. This is a hardware feature of the CPU which is required to run some virtual machine guests. If it is not present in your CPU or not enabled in your computer's BIOS, you will not be able to run those guests.

Just to add to what Bill said, VT-x/AMD-V may be available on your CPU but you will have to check for yourself if it is and enable it in your computer's BIOS if so.
