Throttle Internet for VB Client

Yosemite OSX - latest updates
MacBook Pro 2.3 GHz Intel Core i7 16GB Ram
VB 4.3.20
Win 8.1 Client

Is there any way to throttle the bandwidth for the client to make it think it's connected via, say, a 1 Mbit connection, instead of my actual 16 Mbit connection?

That section doesn't really say much. Just that certain types of virtual cards will be reported to various OS types...

You must have a different manual.
6.10 Limiting bandwidth for network I/O
