Guest cannot communicate to another Guest on different host

On one system, I'm running VirtualBox 4.3.16 r95972 on a Windows 8.1 host. I have an XP guest running on this host.
My other system is a Windows 7 Ultimate system that has an XP guest running in the Virtual XP Mode that Microsoft provides with Windows 7.

Win7_XP can ping the Win8 Host and Win8_XP can ping Win7 host. Win7_XP cannot ping Win8_XP and vice versa. All hosts and guest can see my router (default gateway) and get to the internet.

I'm only running XP on these hosts so that an old network game can be played by two players in my house.

I'm not seeing any reason these two shouldn't communicate with each other. I've had two Win7 hosts with XP guests communicating fine (again, using the virtual XP mode from Microsoft). I'm considering installing VirtualBox on the Win7 machine just to eliminate the differences on host software.

Any suggestions?

I found that by installing VirtualBox on the Win7 PC and then creating an XP guest, I'm able to communicate between the two virtual machines.
