I am running win 8.1. I would like to create a win 7 guest vm. I created and ISO from win 7 CD but virtual box gave me and error saying it was not bootable. The win 7 cd is and enterprise version that was created for me. Im not familiar with how setup files should be configured. Is there away to boot to configure cd/dvd and boot from cd without use of an ISO ?

If your Windows 7 CD/DVD is an install disk you can just attach it just as you would an .iso.
if it was created for you as you said you need a retail copy.

A proper ISO image is identical to the CD, so if you can't boot from the ISO then you can't boot from the CD either.
A common mistake is to create the ISO by copying files off the original CD. That won't work - the copy will not be bootable since a boot sector is not a file you can copy. You need to make an image of the CD. Your CD software should have this as a separate option.
