There are no guest additions for Windows 95.

If you open the cd directory in explorer then go to 32 - bit folder. Then install it from there

@mrspeltips: selecting "Insert guest additions CD" does not mean that the GAs are installed. It only means that the virtual CD is mounted. As Perry has said, no-one has ever written GA drivers for Win95, and unless Win95 makes a shock comeback in popularity, no one ever will. Ditto Win98 and WinME. The Windows GAs provided will only work in the Windows NT family, from NT4 onwards.
To directly address your question: a CD driver was still a novelty in the Win95 era. It probably doesn't load the driver in safe mode.

In safe mode, Windows doesn't load the protected-mode driver(s) and relies on real-mode storage drivers. That is intentional safe mode behavior. However, it means that if there is no real-mode CD-ROM driver (i.e. some .SYS driver plus MSCDEX), there will be no CD-ROM support in safe mode. Not really a VirtualBox issue, it's a guest OS installation/configuration problem.
But as you and everyone else says... it's all moot since the GAs won't install on Windows 95, safe mode or not.
