Keychain Access running on Windows 7/8 PC via Vitualbox

In short, can VirtualBox run on Windows 7/8 and simulate a Mac operating system so that I can use the Keychain Access utility to generate a Development certificate, Identifiers and Profiles?

I'm a Windows based designer/developer dipping my toe in the sea of app development - I want to avoid buying a Mac as it a bit of an expense for just generating a couple of certificate file(s). I realise Apple have strict controls on developing apps, just wondered if this would work with out contravening the security standas of Apple.

I'm aware of the OpenSSL work around - yuck. Hoping there is a more friendlier approach (VirtualBox looks like just that).

Thanks in advance for your help, and please don't tell me to buy a Mac... please. :)
