Windows 7 unable to launch manager

I've been experiencing an issue with VitualBox where the manager fails to open. Every time I run virtualbox an instance of virtualbox.exe is opened and there is a process called VBoxSVC.exe taht takes up close to 50 cpus and does nothing. There is not window open. I have tried installing it on another drive, installing older versions back to 3.2, and reinstalling Windows. I am running 64 bit windows 7 Home Premium on a dual core Phenom II.
