I spent quite some time building two new fresh Win7 VMs to try it out. Default settings all the way, Work Network, enabled telnet client and server, disabled firewalls. Important step: Enable and start the Telnet server.
They work as expected. They can ping each other, telnet to each other and my host can ping and telnet to both of them. Have you done something unusual? Honestly...
PS. I'll keep the two VMs around for some time more in case you need more help.
Thanks for the reply and doing research for me. I carefully looked at my configuration. I am not great on network, or Virtualbox, but am doing it by reading.
the 2nd VM was created by importing the ( export of the 1st VM).. they have valid ips, their host name is changed.

I have enabled telnet server and client, and I can telnet localhost 9999. Also, as I said earlier, I can ping /telnet to and from my guest laptop ( again running windows 7)
I am really stock at this point. I can delete and recreate fresh VMs but I want to debug ( but not much idea what to do).
the network adapter is bridged adapter on both. they are getting valid ip ( also getting changed)
what else can I check ?
