Before beginning this post, I searched the FAQs and forum topics and could not find anyone else having this exact same installation problem.
I recently upgraded from Windows 8 Pro 32 bit to 8.1 32 bit on a Dell Optiplex GX620 desktop PC - 3.4GHz P4 CPU, 4GB RAM (3.25 usable), 250GB SATA HDD, nVidia GeForce 9500 GT video card. I had Virtual Box 4.3.10 installed in Windows 8 (host OS), in which I was running Windows XP Pro (guest OS) without any problems. The first time I launched VB 4.3.10 in Windows 8.1, I got an error message telling me that the version I was using was not compatible with my OS, or something to that effect, and I needed to upgrade (VB).
The first problem I encountered was trying to uninstall VB version 4.3.10. The progress bar would go to the very end and it would just stop there. It didn't freeze, because the green progress bar was still "pulsating," but it wouldn't proceed any further. I let it run overnight and it was still at the same state the next day. I tried using Wise Program Uninstaller to do a forced uninstall and that didn't work. I restarted the PC (even though the Windows uninstaller was showing the uninstallation was still in progress), and it seemed to have completed the uninstallation of VB. I used two registry cleaning programs (CCleaner and Auslogics Registry Cleaner) to try any clear any remnants of 4.2.10 that may have been left in the registry. I also used CCleaner and Drive Purge to try to remove any files that may have been left on the HDD.
I then downloaded VB 4.3.12 and attempted to install it. During the last step, the installation would get to about 80% and it would go no further. It didn't freeze or lock up - it just wouldn't go any further. I attempted to stop the installation by clicking on the "Cancel" button in the setup box. It asked me if I was sure I wanted to cancel the installation and I clicked "Yes," but it did not stop. I had to use the Task Manager to end the process before it would stop. I then downloaded and tried installing version 4.3.14. The exact same thing happened and I had to stop the installation the same way I did version 4.3.12.
While doing some research on the problem, I came across a web page in the forums that said to try the latest test build of VB, version 4.3.15, before posting. The posts were about conflicts with AV programs, but I thought perhaps the installation problem I had encountered may have been corrected with the latest build. So, I downloaded and attempted to install 4.3.15 (after running CCleaner's file and registry cleaner, Auslogics registry cleaner, and Drive Purge again, just to make sure there were no leftover files and registry entries from previous installation attempts) but this time the installation got only to about 60% this time. I came back several hours later and the installation had not proceeded any further (see screen shot below).
Each time I tried to install all three versions (4.3.12, 14 and 15), I disabled AVG Antivirus 2014 version 2014.0.4745, completely shut down Zone Alarm Free Firewall version. 13.3.209.000, and I stopped One Drive from syncing. You can see the warning symbols over the AVG and One Drive icons in the system tray in the screen shot. Last year, I encountered a problem trying to install a program because a different cloud storage program I was using at the time (SugarSync) was preventing it from installing. Once I disabled SugarSync, the program installed okay, so I thought One Drive might be preventing the installation of VB from completing.
There is no "Virtual Machine" or "Virtualization" setting in the BIOS of the Dell GX620. Despite this, I was able to install and run VB 4.3.10 in Windows 8 with no problems, as I previously stated. I cannot submit any VB log files, because none of the versions of VB installed (except 4.3.10). I did a wildcard search for any log files on my HDD that I thought might contain some useful information about the attempted installations, but did not see any obvious ones. I attempted to install a small program from Microsoft that enables Windows Installer logging. It said it was for all versions of Windows, but when I attempted to install it, it said that it does not apply to my operating system (Windows 8.1 Pro). Therefore, I cannot really provide any additional information other than what is in this post and screen shot.

Please don't invite discussion of test builds outside of the originating discussion thread. Apart from that, I find your opening post too broad in scope to be productive. We can't be there to do your debugging for you, you need to try and narrow the focus somehow.

Concentrate on one VirtualBox version (not 4.3.15 - I suggest 4.3.12).

Are you using "Run as administrator"? Do you have "Driver Signature Enforcement" set to too high a level?

I can tell you that a recent (early Aug) Windows Update has messed up MSI somewhat, though it didn't have precisely your symptoms.

Did try "Run as Administrator" with no luck. Disabled Drive Signature Enforcement and the installation got to about 99% but would proceed no further. To test the possibility that a Windows Update might be the cause, I restarted the PC with an internal backup drive and did a system restore to a date in July and then tried to install VB but it still won't install.

Had a problem very similar to yours:

Might be a problem with the MSI installer. I ended up doing a system repair but you might try this too:
