Hi,
I am planning to use Windows 7 VM on Mac. Just downloaded the Oracle VM for Mac and will install it today but I want to ask wheer can I get the Windows 7 platform from?

You buy it from Microsoft. I believe they have an online store. Failing that there are the likes of Amazon and eBay etc.

I'm not 100% sure that I understand what you mean by "the Windows 7 platform". Windows is copyrighted software. The only legal way to obtain it is to buy a license, though it can be second hand.

A .vdi file is simply a virtual hard drive file. From the vm's point of view, it is a hard drive.
You create the system files on this .vdi file in exactly the same way as you create them on a physical HDD - you install Windows 7 in the vm using the Microsoft install media.
