Windows 95 MIDI?

Whenever I play a game (it's the only one I've played on the guest), an error will pop up saying:
"Another program is using MIDI sound now, or your sound card may not be set up to play MIDI."
It's the only program that I am running.
I have the sound set to Sound Blaster 16.
How can I fix this?
