Host Only Networking not working as described

I am puzzled. According the the manual Host-Only Networking is described as below.
the virtual machines can talk to each other and the host as if they were
connected through a physical ethernet switch.
I have two Virtual machines both implementing Host-Only Networking but each of them can only see the VBox server, (i.e. the host).

Firewall/s?
Same workgroup?
Same subnet?

Windows Firewalls are off on both servers.
Both Servers belong to Workgroups which share the same name.
Sub net? No specific IP address was set so presumably they are set to dynamic.

It looks like you have Windows guest ( it helps if you state this in the beginning ). Run the following on both guests

Wait a minute. It looks like the second guest was a clone of the first. As such the MAC address would need to be changed on one of them.

It was not a clone. It was created from scatch.

Also the shared clipboard does not work on the second guest, despite running guest additions for windows.

Suddenly after that last reboot require after installing guest additions for the third time, suddenly the first VM is visible on the second VM.
But after a gratuitous reboot on the first VM the second VM is still not visible from there. (However since it is the DB server, and thesecond vm is the web server it is not really important that it see the second as long as the second sees the first.)

Update: Now suddenly the first VM can see the second VM if you click "Explore" in its workgroup under Microsoft Windows Networks in Windows explorer.

For what ever reason ( at least from the information you posted ) both guests have the exact same MAC address. This can not happen as it will cause network failure.

So:
1. Why would Virtual Box allow this to happen?
2. Why is the network working?
3. How does one rectify this?

VirtualBox has no control over what the user does. It provides the mechanism and its up to the user to configure the guests properly.

Looking closer it also appears that the host name is identical for both guests. This as well will stop normal network operations. Are you sure that you sent both machines ipconfig /all?

You don't need to resend them if in fact they are identical, just fix the issue.
1) change the MAC address of one.
2) change the host name of one.

The second machine was created through the GUI with things like MAC and IP address being created as whatever VirtualBox put in there.
The host name is NOT the same for the two VM. Looking at the data it appears that the windows clipboard failed to overwrite its previous contents on a subsequent copy and paste. (This happens quite often on these machines.) Here is the actual ipconfig of second machine.
