Each device on my network connects to the router via rather wireless or wired connections. The router checks the mac address from a whitelist and assigns an attached IP address to each MAC. Thus, all devices are assigned local ip addresses on the local network.
1. The host device is on a wired connection
2. The host is running Windows
3. The guest is also windows
4. The networking settings are currently set to "bridged", and the guest does have its own MAC Address.
Can the guest, through this networking configuration, receive its own static ip address on the local network using the virtual Mac?

It seems you've answered the question: if the router has a MAC whitelist then the VM can't connect unless it's own MAC is on that whitelist. So, either update the whitelist or the VM has to "borrow" the MAC of another device already on the list, preferably a defunct one that never connects nowadays, because if it does connect then that router is going to get very confused - conflicting addresses is a no-no.
