Turns out VBox will boot from only the first virtual hard drive when OS X is the Guest.

Well, OS X support is definitely experimental. Unless your needs are very basic and not "real world", . . .

Is there a roadmap somewhere regarding making OS X a little less experimental? ;)

I am just a user, like you.
The developer's first priorities are to the paying customers; I would expect them to be Linux and Windows users, not OS X.
