XP is slow and Guest's CPU reaches 100%

[Oracle-Newbie]

Information:
Motherboard: AsRock Z77 Extreme4
CPU: Intel Core i5-2400 3.1GHz
RAM : 16gb
Latest Version of VB
Guest Additions Installed
Host OS: a Fresh installation of Win7 (On Separate HDD)
Guest OS: Win XP


I gave the Guest 1 Core and 4gb of ram which is more than enough
I have oracle database 11g installed on the guest
And when i try to do any heavy task (Opening SQL Developer) it becomes very laggy.
The CPU of the guest reaches 100% most of the time even if im not doing anything (Oracle DB is up though)
Assigning more cores will make the problem worse as from what ive read online... I really need this to work well as i have plenty studying to do
