Why do you believe this is a VirtualBox issue and not a network setup issue?

A VPN connection is a point to point connection. It is not the same as a LAN connection. It will always give you access to the machine to which it connects. It will sometimes give you access to other machines in the same IP subnet. It will rarely give you access to other machines in a different IP subnet.
