Missing "Downloads" Tab in XCode 4.1

I'm trying to build a virtual box for mac. Way above my pay grade for sure. Am following instructions here:
virtualbox dot org /wiki/Mac %20OS%20X%20build%20 instructions (because new member, can't post URLs)
I've made it to where I'm supposed to ./configure --disable hardening
I cannot do so. Terminal returns "No such file or directory," apparently because I need to install "XCode command line tools."
Googling suggest over and over that I go to XCode/Preferences/Download (tab) and install them.
Problem: no "Download" tab under my XCode/Preferences.
Triple Checked: Yes, I have version 4.1 installed. Here are the tabs I *do* have: General, Behaviors, Fonts & Colors, Text Editing, Key Bindings, Documentation, Locations, Distributed Builds, Source Trees.
I've rooted around under all of those tabs for "Downloads" to no avail.
