What is the expected behavior of the USB capture driver? Is it supposed to capture on guest start according to the USB filters configuration defined for the VM, and release on shutdown of the specific VM?
Is VBoxUSBMon (and/or VBoxUSB) supposed to appear in the list of drivers for the targeted USB device (according to the filters) in the host (Device Manager -> Driver -> Driver Details)?
I'm able to use the USB device in a guest, but only if I insert it after starting VirtualBox, and it only works for one invocation of the VM. If that's the expected behavior, is there a way to have devices released only when exiting VirtualBox, rather than when shutting down a VM?

I'm afraid that the USB filter is a per VM setting, not a global VBox filter. Your statement in the first paragraph of your post is correct. And yes, if the USB device is plugged and captured before the VM starts, the filter won't work because the USB is already captured by the host.
