What I've remmember this kind of message the bios settings of hdd set to IDE/NATIVE so you have to change it to AHCI, but in my virtualbox STORAGE is already set to SATA-AHCI.

I just tried setting up a new VM with Windows 2003 Server (you should have mentioned that this was your guest OS). The default comes up with an IDE drive. Why are you trying a SATA drive? Change the controller to IDE. It will work...

"Controller: IDE" is right there in the picture, already added to your VM, i.e. add the hard drive to the same controller as your CD. You can leave the SATA controller connected if you wish, but SATA is not supported natively by XP/Win2K3 (third party drivers would be required, and the value of this extra work is questionable).

Remember to disconnect the hard drive from the SATA controller. VBox used to have a bug which allowed the same media to be connected to two controllers in the same VM - I don't know if that bug is still around, and it isn't a configuration I would recommend...
