I downloaded an evaluation version of a firmware OS used in some network load balancers from Riverbed. I used links I received in email from riverbed, there are 2 choices.

Before your evaluation will be licensed and ready to optimize, follow these simple steps:
•The latest Virtual Steelhead (VSH) code is located here.
•The latest Virtual Steelhead (VCX) code is located here.
•Download and install the code on a supported version of ESX or ESXi.
I can download either the VSH or VCX file, I chose the later. once downloaded it is in .OVA file. I try to import I get settings page which I can only alter the NICs on. Then it starts doing import, then I get error.
I think could be bad file as had to resume download a few times for some reason. i'll try again tonight, but seems like VBox to me.
Any ideas? do I need to extract this or something?

The error is pretty clear : the file you've downloaded is corrupted, so the download cleary failed.
Make sure you validate that the file is not altered, using MD5 or SHA-1 checksums if provided by Riverbed.
