Mac keyboard number pad not accessible on Win7 guest

I've searched this forum and tried a few suggestions including installing the bootcamp Mac keyboard driver for Win7, but the problem still persists. Win7 won't let me change the "standard keyboard" in the device manager or under keyboard, nor will it let me load a different driver. I've got an iMac running OSX Lion with a Win7 64bit guest. It's a USB keyboard with number pad. Any ideas on this?
