Hi! Please tell me the problem-unable to run any OS on Virtualbox. Installed windows and linux, but I get the same error at any variants setup program- could not read from the boot medium system halted

I installed win7, win2003,linux mint, none of them settled-not to read. As with hdd and image.

I am having problems understanding you. You say you installed these but they do not boot? Do you mean that when you try to install them they do not boot?
You realise that VirtualBox does not have these operating systems pre-installed and that it is up to you to provide the install media, right?
See chapter 1 of your VirtualBox users manual for more detailed explanation.

The problem is this-if you try to install os error-failed to read data from the disc.

You need to install an Operating System inside the VM. None are shipped with VirtualBox.
When you choose an OS in VirtualBox it creates a VM which is compatible with (ideal for running) that OS - you still need to install the OS inside the VM, using a proper setup CD which you must obtain separately.

I all did, so, as you speak,I not beginner, but VB does not see the load disk with OS. Give PrtSc mistakes, and features real OS

The info message is giving you a clue to what is wrong. You can only run 64-bit OSes if your cpu supports hardware virtualization ( VMX ) and it is enabled in bios.

Beside me on computer are installed 2 real OS-w-2003, and ubuntu. I much did not want call at in bios.
But if I install portable VB? This will solve a problem? Or only in bios possible to solve this problem?

We do not support portable VirtualBox but no it will not fix this issue. It must be done in bios, or you can install 32-bit OSes.
