Installation error: cannot install to "this location"

I am trying to install VirtualBox for the first time, and after downloading and running the .pkg file, I keep getting this error message:
"Cannot install Oracle VirtualBox to this location."
I have a MacBook Pro running OS X 10.8.6. Any advice? It never actually gives me an option on where to install (for one or all users, on a certain disk, etc).

As a OSX user I wonder what a
.pkg file is.
Normal OSX installations are with a
.dmg file.

.pkg is a package file that installs the application
.dmg is a disk image file
In this case there is a .pkg installer inside of the .dmg file

And in the disk image of the .dmg file you will find an installation application coded to process that .pkg file exactly as is needed - place the various files in the .pkg file in the proper and expected locations (folders, subfolders) of the operating system.
Use the Installer app!!!

Thanks. I'm still not able to resolve this. Here is what's happening:
1. I am downloading the software from the website, which puts a .dmg file in my Downloads folder.
2. When I double-click that .dmg file icon (as instructed in the User Manual), it opens up a Finder window with an icon for the .pkg file, and tells me to click that and/or run from the Applications folder.
3. If I either click that icon or run from Applications (I've tried both multiple times, and they seem to do the same thing), it opens Installer, which then gives me the "cannot install to this location" error message, without ever letting me pick a location or disk to try to install to.
Sorry I didn't explain that more clearly in my initial post. Can anyone catch what the problem might be, given the more detailed description of what's happening?
Thanks for your time.

I am noting that the documentation says it should be a .mpkg file, while what I'm seeing is definitely .pkg.

You did verify the checksum of the file VirtualBox-4.2.18-88780-OSX.dmg against the published value?
I had no problem with the install of VirtualBox.

I actually just got it to work. This time I physically dragged the .pkg to the Applications folder, and it allowed me to install for all users on my main disk. I'm not sure what made the difference, as before the .pkg file was showing up in Applications with a double-click as well. Anyhow, this part is resolved, thanks for all of your input!
