Hello,
How does one create a Windows Server 2012 64 bit guest OS on a 32 bit Windows 7 host OS? I'm using a Dell Vostros 1400 laptop.

You would need a Windows Server 2012 64-bit installation CD or installation image (usually .iso) attach it to a newly created VM (and virtual disk) and install it there.
Also, your CPU would need Hardware virtualization support. I don't know what CPU your particular Dell laptop has.

I have the .iso, and tried to run in in Virtual Box, but it didn't work.

The VBox.log file of your VM would tell. (Machines->Show Log).

I doubt that a Vostro 1400 would support hardware virtualization. I know that my Vostro 1500 does not.
