There is no easy way to back up and restore individual VMs with 3.2.8, except using the export/import feature, which is not an ideal backup mechanism since it changes the VM and therefore is not a true backup of a known working state.
A more practical solution is to upgrade to VirtualBox v4.x, then convert all VMs to v4 format as discussed in e.g. the links below.

But if I don't want to risk with the upgrade, is it possible to clone the existing physical PC and all the environment of Oracle VM VirtualBox can still be available in the newly cloned PC? Grateful for advice and appreciate if the actual required steps can be possibly suggested.

If you restore the .VirtualBox folder tree on the new PC, and any other folders you might have used, and the user account name didn't change, then the VMs should continue to work.
