VB will only use 25% of host cpu

My linux guest is unbearably slow now. CentOS 6.4 on VB 4.2.16. I havent seen VB use more than 25% of my cpu. Just building the guest additions took 15 minutes, whereas it used to take less than one. Not sure which logs to post. I moved the cpu cap down to 50% to see what would happen and now it looks like its only using 16-17% at most. I dont have hardware virtualization turned on because i cant access my bios easily, but this never used to be a problem.

I think thats from when i put the virtual cores up to 2. I have turned it back off, i never had to use that before and it was never this slow. Im trying to remember if this was the reason i didnt update vbox, then i forgot about that and updated

I repeat, turn it on and see the difference in speed.

I cannot without going through some trouble, why have i never had this issue before? what changed?
