I have a few Ubuntu 13.10 based guests, Ubuntu, Xubuntu, Lubuntu etc. that when installing the kernel update from 3.10.0-0 to 3.10.0-2, no longer rebuild the GAs. I had to reinstall the GAs to get them to work. DKMS and Build-Essential, Headers etc were installed. Just noting it.
edit: I meant this to go in Linux guests. I don't think it's a Mac host issue.

I have not been keeping up on 13.10 because I don't care for the way it is progressing. That said instead of reinstalling you can usually run the following command to get the guest additions going again. Not sure how they are going to work in MIR but they should work in the fallback X.

just a note... when I ran the sudo /etc/init.d/vboxdrv setup command I got this error...
sudo: /etc/init.d/vboxdrv: command not found
