It only started when I installed a new version of VirtualBox over an existing one without removing the old one. Up to then everything was running fine.
That means that the issue is going to be something peculiar to your PC, such as a corrupted registry, a corrupted certificates database etc. You would either have to look for support from Microsoft, or consider reinstalling your host OS.
I already checked the certificates (and updated them as suggested in ticket #11349). The question is: what else can I check? Or can I check somehow
which certificate is broken? Checking the Signatures of the installer (using the Properties dialog of the installer) shows that Oracle certificate is OK.
You should also Google for "Driver Signature Enforcement" so that you can better understand the issues involved in installing third party device drivers in 64bit Windows.
I tried several hacks to remove the check from the installer as suggested in several of the many tickets from the bugtracker regarding this issue. This resulted in a prompt from Windows during installation if I want to install an unsigned driver. The installation worked fine after allowing the drivers to be installed, but then VirtualBox refused to start claiming that the drivers were
not installed.
