I have a DELL computer. I created an XP virtual machine. But when I load the DELL OEM DVD it wants me to register. Normally DELL OEM DVD just loads on a DELL computer.
I suspect the DELL XP looks at the BIOS and since the VB BIOS is not taken from the host computer then Windows does not realize it is on a DELL computer.
Is there a solution for this?

What you could do is modify the DMI values for the VM used to identify the hardware and set it to your hardware's. See User Manual - Chapter 9 - Configuring the BIOS DMI information
Hyperbox - Virtual Infrastructure Manager - https://apps.kamax.lu/hyperbox/

That may work, but I would like to warn you that Dell XP CDs were notorious for using BIOS signatures (a byte comparison of BIOS code) rather than DMI. Allegedly that is, since I never bought Dell myself. Better IMHO to buy an additional XP license to cover VM use. You might be able to find them on eBay, but avoid the guys selling Dell and HP branded disks.
