PC Windows 7 / Virtual windows 7 + installed VBoxGuestAdditions drag and drop files does not work
PC Windows 7 / Virtual Linux + installed VBoxGuestAdditions drag and drop files works

So I say it well when Virtual Windows 7 drag and drop files does not support ?

You are correct, only Linux guests supports drag and drop files.
