Hello,
I'm running windows 7. I installed VirtualBox Version 4.2.6 for Windows XP to. Everything worked perfectly.
But I had a power outage and since XP does not load. I begin to see XP load and then black screen and stops.
What should I do?

192MB is a strange amount of RAM to give to a PC. You have plenty of host RAM available, I would suggest 512MB for an XP guest.

It would seem that your PC supports VT-x but it is currently disabled in the PC BIOS, or something else is using it. You'll have many fewer problems in future if you enable this.

You should also unmount the host DVD (H:) which you still have mounted in the VM.

On the black screen problem, I can think of two options.

1. The VDI file has been corrupted, in which case I'm afraid the only fix is to restore it from a backup.
2. Somehow you toggled the state of the IO APIC setting since XP was installed, in which case you need to toggle it back. There is no correct value for IO APIC, but whatever it was set to when XP was installed, that is how it must stay.

The IO APIC is one of the VM settings. Settings | System | Motherboard | Enable IO APIC.

Is it possible to reinstall windows XP and it works so I can run my programes and files?

If you had problem 2, i.e. "IO APIC" set the wrong way, then merely setting it the other way should fix the problem, there should be no need to reinstall.

As to whether you can reinstall XP and keep all your application settings: I'm afraid that isn't a VirtualBox question, it's a question better aimed at Microsoft. However I'm aware that some applications have "Export settings" functions, and some tools are available that claim to be able to help - though in reality I expect they will only help migrate the most popular apps (i.e. MS Office).

So, before we go any further, I guess we need to know if the IO APIC setting "fix" worked.

Yes, detach the disk from the XP VM and attach it to another VM. Once in the OS, you'll have access to its content.
